Innovative Development Schemes for scheduled Tribes

1. Mukhya Mantri Bal Bhavishya Suraksha Yojna- The objective of this scheme is overall development of Children in Naxal affected districts including education, home, food, sports and entertainment as a guardian leading to employment and stability in life. A provision of Rs 985.80 lakh was made in 2016-17 for this scheme. There are four components of this scheme: -
   1. Ashtha: Astha gurukul has been established in Dantewada for Children who have been orphaned in Naxal violence. Free education is given from grade one to 12 in this school. At present there are 310 students (155 boys and 155 girls) in this school. This school was established in 2007.
   2. Nishtha: In this scheme children of persons dead in Naxal violence, affected by naxal violence and children of naxal affected villages are studying in private schools of Rajnandgaon district. Government get them admitted in private schools by free of cost. on the recommendation of the district administration 25% of teaching expenses are reimbursed to the private institutions. At present 155 children affected by naxal violence are studying in private schools of Rajnandgaon and Raipur.
   3. Prayas: First Prayas school was inaugurated by the Honourable Chief Minister in Gudhiyari of Raipur on 19th July 2010. These residential schools are being run in Raipur, Ambikapur, Jagdalpur, Durg and Bilaspur for selected talented students who have passed class 10th in first division, of 16 Naxal affected districts Kanker, Kondagaon, Bastar, Narayanpur, Bjapur, Sukma, Dantewada, Jashpur, Balrampur, Ambikapur, Koria, Dhamtari, Mahasamund, Gariyaband, Balod and Rajnandgaon. These students get education of 11th and 12th in Science/maths and also prepare for competitive examinations like All India Civil Services Examinations, JEE (Main/advance), AIPMT etc. In addition there is a feeder Prayas residential school in Kanker for class 9th and 10th. 1606 students are studying for the session 2016-17.
   4. Sahyog: Under this component financial help is given to students who have passed class 12th so that they can go for higher education and get better employment. Orphans are reimbursed tuition fees and travel allowance for post matric studies.
2. Aryabhat science commerce education encouragement scheme- Those girl students of scheduled tribes and scheduled castes who live in scheduled areas and have interest in science and commerce but are unable get quality education in these subjects in forest areas are provided full resources to study science and commerce and are motivated to study in B.Ed. and serve in scheduled areas as teachers. The scheme was started in 2013-14. Under the scheme a 500 seat girls’ education centre was started in Durg District headquarter in the year 2013-14. 330 girls are admitted in this centre. Building of a 500 seat boys’ centre is under construction in Jagdalpur.
3. Free residential accommodation in block headquarters of tribal development blocks - A decision has been taken to open 500 seat hostels in each block. In the first phase 13 hostels have been sanctioned.
4. Vanbandhu Kalyan Yojna - This was started for comprehensive development of tribal blocks and scheduled tribes. Kondagaon block was selected for this scheme in 2014-15. Allotment of Rs 1000.00 lakh has been sanctioned by Government of India. In this scheme facilities for livelihood, skill development training, drinking water, health, education, coaching, nutrition for pregnent women and children, development of handicrafts, documentation, electrification, and community infrastructure are being developed through various agencies by the district administration. 10 Ashram schools have been sanctioned in the year 2015-16 in the scheme for girls in Low Literacy Pockets.
5. Food security scheme- It is implemented in all Ashrams and hostels of Scheduled Castes, Scheduled Tribes and Other Backward Classes.
6. Eklavya model residential schools - Tribal affairs Ministry of Government of India has started Eklavya model residential schools under article 275(1) of the constitution for bringing students of Scheduled tribes at par with other students of general category by providing quality education, developing spirit of competition so that they succeed in competitive examinations. At present 06 boys and 02 girls and 17 co-educations Eklaya schools have been started in Chhattisgarh. 5302 students are admitted for session 2017-18. At present they are affiliated to CG Board but there is a plan to get them affiliated to CBSE.
7. Saraswati Cycle scheme- Under this scheme BPL girls of SC, ST, OBC and General Category are given cycles on passing class 10th and girls of Primitive tribes are given cycles on passing class 8th and taking admission in class 9th.
8. Free uniform scheme- All girls students of scheduled castes and scheduled tribes of primary school level and boys and girls of class 1st to 8th of primitive tribes are given free school uniforms.
9. Free text book scheme- text books of class 1st to 8th are distributed free under Sarva Shiksha Abhiyan. Scheduled Tribe development Department distributes free text books to girl students of 9th and 10th class.
10. Mukhyamantri Gyan Protsahan Yojna- 700 students of scheduled tribes and 300 students of scheduled castes who get highest marks in Board Examination of class 10th and 12th each year are given Rs 15,000/- and a certificate.
11. Nursing training scheme- The scheme of free nursing education was started in 2009-10. Under this scheme 155 students of scheduled caste and 245 of scheduled tribe are given free nursing education. There is a budget provision of Rs 759.00 lakh for 2016-17. So far 1605 students have benefitted from this scheme.
12. Chhatra Bhojan Sahay Yojna- Rs 400/- per student is given for running mess facility for students admitted in Post-matric hostels.
13. Special Education Scheme- The objective of this scheme is special teaching of students admitted in SC/ST hostels/ashrams for difficult subjects for improvement in quality of education and success in competitive examinations. This is being implemented in all 146 blocks.
14. Computer Education Scheme- Free computer education is given to students living in SC/ST Hostels.
15. Swastha Tan Swastha Man (Swasthya Suraksha Yojna)- Regular medical check up and immediate medical assistance in case of an emergency for students living in SC/ST hostels.
16. Social and Cultural protection to Tribal cultural groups- Maximum 5 cultural troupes are given a financial assistance of Rs 10000/- in each janpad Panchyat area. A budgetary provision of Rs100.00 lakh was made in the year 2015-16.
17. Conservation and development of places of worship (Devgudi) of Tribes- Under this scheme financial assistance of Rs 50,000/- is given for each village.
18. Youth career development Scheme- Before 2003 this scheme was called Pre-Examination Training. Under the scheme mainly training for preparation for UPSC and other competitive examination was done using guest faculty. From 2006 the scheme was renamed and the coaching was outsourced to good private sector coaching institutes. At present this scheme is operations in Raipur, Bilaspur and Jagdalpur. In the year 2011 the scheme was extended to competitive examinations like banking, railways, staff selection commission etc.
19. Tribal hostel in New Delhi- A hostel has been made in Dwarka, Delhi, for scheduled tribe and scheduled caste students living in Delhi for preparation for competitive examinations. It is a fully residential institution where free food and travel facility is given.
20. Civil Services Encouragement Scheme- For students of SC and ST whose parents are not income tax payee, Rs 10,000/- is given on being selected in preliminary and Rs 20,000/- on getting selected in main examination of PSC. Rs 10,000/- if given for getting selected in preliminary examination of UPSC.
21. Pre-matric scholarship - SC/St students are given this scholarship till class 10th. In 950111 ST students received pre-matric scholarship in the year 2016-17on which Rs 95.074 crore were spent. Similarly 452165 SC students received pre-matric scholarship on which Rs 45.627 crores were spent.
22. Post-matric Scholarship- Boys and girls studying in class 11th and higher classes get post-matric scholarship. ST Students with a family income of Rs2.50 per year are eligible for this scholarship. 135585 students of ST were benefitted in 2016-17. In this scheme tuition fees and other fees excluding amount refundable to the student on completion of the course is given.
23. Hostel/ashram- There are 2047 hostels with 96445 students. 1288 are ST pre-matric hostels having 61427 seats.
24. Khel-parisar- 16 sports campuses are being run in the state. Out of this 14 are for ST. 6 are for girls. Each student is given a stipend of Rs 850 per month, Rs 500 for food and Rs 3000 once a year for sports dress and Rs 500 for school uniform.
25. Grant in aid to NGOs- Grant in aid rules 2006 have been made of this purpose. 12 NGOs are given grant in aid. They are running hostels, Balwadis, health centres, etc. Grant in aid of Rs 1445.96 lakh was sanction in the year 2016-17.
26. Adim jati Vidyarthi Utkarsh Yojna- Those ST students who have got 85% and 80 % marks in the 5th and 8th board examination respectively are selected at state level and sent to public schools outside the state with full expenditure being borne by the Government for admission in class 6th and 9th respectively. 719 students have benefitted from the scheme.
27. Relief Schemes -
    1. Contingency scheme rules 1995:- Immediate financial assistance is given in cases of harassment of SC and SC persons by others in cases of harassment, murder, rape, humiliation, bodily injury, property offences etc. For rehabilitation financial assistance is given for monthly allowance, employment, drinking water, agriculture, land, education of children, social rehabilitation, artificial limbs etc. During the year 2016-17 a total of 622 perosns were given a financial assistance of Rs 492.42 lakh.
    2. Relief Scheme – under this scheme SC and ST persons are given financial assistance for natural disaster by the district collector. In the year 2016-17, a total of 461 persons affected by natural disaster were given financial assistance of Rs 7.96 lakh.
28. Schemes of Economic Development -
    1. Initiatives for self employment: - C.G. State Antyavsayi Cooperative Finance and Development corporation, Raipur is responsible for assisting young ST entrepreneurs. 51% of share capital of the corporation is of the State and 49% of the Central Government. In the year 2016-17 (Till December 2016) 1832 beneficiaries received help and Rs 180.21 lakh subsidy and Rs 799.32 loan was given.
    2. Shahid Veer Narayan Singh Swablamban Yojna - 823 beneficiaries have received an amount of Rs 1122.00 lakh.
    3. Skill Development scheme for professional Training – 1310 beneficiaries have received an amount of Rs 107.85 lakh.
